The department manager pay plans, side by side, checked for internal consistency before recommendation to corporate.

By default, rows are Sales, Service, PAA, and F&I — F&I is a direct report of the GM by default and its plan belongs on this same review. The one exception: at a store with a filled General Sales Manager seat, F&I's plan is reviewed one level down instead — drop it from this table. Final approval on every plan sits at corporate, not the GM alone.
Good plans, designed separately, can still fight each other.
